Can I click any pixel?

This build reports the center. Crop first if the color you want is elsewhere.

Will JPEG artifacts throw the hex off?

Yes. Sample a PNG or a large flat area when you need a brand color.

Is this a palette generator?

No. Color palette generator spins a hue into swatches. Contrast checker tests two hexes for WCAG.

Is the image uploaded?

No. Typical ceiling is about 32 MB.
